ＷＴＯ成立（１９９４）以来有关协调环境与贸易关系的规则不断加强，１９９８年的裁决又有新突破，更加注重环境保护而不是自由贸易。ＷＴＯ有关环境与贸易关系的十大议题对确定其未来环境政策意义重大，目前仍在讨论之中发达国家和发展中国家在环境－贸易问题上存在重大立场分歧和利益矛盾，国际社会目前没有解决这一问题的明确思路。
Since the establishment of WTO (1994), the rules on coordinating the relationship between environment and trade have been continuously strengthened. There have been new breakthroughs in the 1998 ruling and a more emphasis on environmental protection rather than free trade. The WTO’s top ten issues on the relationship between environment and trade are of great significance for determining their future environmental policies. Currently, there are still discussions about the major differences of position and interests between the developed and developing countries on the environment-trade issues. The international community has not yet resolved the issue Clear thinking on this issue.
