在国内外政府采购政策制定和项目实践中,并没有将就业问题作为一个单独的目标加以识别和评价。根据联合国工发组织编写的《项目评价准则》,对于一般性地估计项目的就业影响,《准则》提出的做法是,通过相对于其他各种目标的权数对就业大量加权,特别是加大再分配目标的权数体现出来。事实上,目前国内外对政府采购政策和项目的经济分析中,对劳动力成本采用低于实际工资的影子工资的做法,就是这一思路的体现。
In the domestic and foreign government procurement policy-making and project practice, the employment problem has not been identified and evaluated as a separate goal.
