中国科技情报学会副理事长聂春荣同志,在中国科技情报学会第一届学术年会闭幕式上作了题为“对我国情报工作贯彻八字方针问题的初步看法”的发言。他首先谈到科技情报工作在国民经济和科学技术发展中的重要作用,而这种作用在社会上还远远没有被人们所认识,他比喻说,情报工作有如计算机的软件,它是“软性”的东西,弹性较大,如果有一段时间没有进行科技情报工作,其严重影响是不会马上被人们所感受到的。不像钢铁工业,如果完不成生产指标,对整个国民经济会产生明显的“压力”.科技情报工作虽然表现形式不同,但是不重视情报工作所造成的损失是不可思议的。在国外,有人认为情报是“第二资源”。第一资源在我国已存在数千年之久,到今天还没有被全面认识、开发和利用。其中主要原因之一,就是我们对“第二资源”还没有给予足够的重视,科技人员还没有利用科技情报的习惯,因而在科研工作上造成的重复浪费是惊人的。据杨振宁博士讲,我国科研项目至少有40%是国外已经研制过的。因此,加强科技情报工作,充分利用“第二资源”,不但可以避免重复浪费,节省科技人员用于查阅科技文献的时间,把更多的精力放在研究工作上,而且对于我国实现四个现代化十分重要。这就需要我们多作宣传工作,提高大家对科技情报工作重要性的认识。

One of the main reasons is that we have not given enough attention to the ”second resource“ and scientists and technologists have not yet used the habit of scientific and technological information. Therefore, the duplication of waste in scientific research is staggering. According to Dr. Yang Zhenning, at least 40% of China’s scientific research projects have been developed abroad. Therefore, strengthening scientific and technological intelligence work and making full use of the ”second resource" will not only avoid duplication of waste, save time for scientific and technical personnel in accessing scientific and technical documents, and devote more energy to research work, but also help to realize the four modernizations in our country Very important. This requires us to make more publicity work to raise awareness of the importance of scientific and technological intelligence work.
