天津市红桥区检察院干部队伍呈现出明显的二元化结构特征,老干警来源复杂,已经形成较为固定的队伍风格,新干警均为公开招考,具有个人素质高、法律专业化程度高、工作经验少等特征。在对青年干部的管理上,管理手段的传统、单一,已经不能满足青年干部成长需求,更无法顺利承接检察队伍分类化管理需要,人才发展、人才流动与人才储备矛盾亟待解决。针对上述问题,可以通过由灌输式教育向启发式教育转变、加强青年干部综合素能培训、坚持不懈实施岗位育才计划、建立对青年干部的人文关怀机制等方式进行解决。
