第一条本规则依据陕西省各界人民代表会议组织条例第九条订定之。第二条大会设主席团,由大会筹备委员会就代表中提出初步名单,经大会通过,其中互推九至十一人组成常务主席团,每次大会由主席团推定一人或二人为执行主席主持会议。第三条每次大会开会前应由秘书长将出席及缺席代表人数向大会提出报告。第四条每次大会须有全体代表过半数之出席,始得开会,每一议案须有出席代表过半数之通过,始得决议,赞成与反对同数时,取决于主席。
Article 1 These Rules are based on Article 9 of the Regulations of the People’s Congresses of Shaanxi Province. Article 2 The presidium of the General Assembly shall have a preliminary list of delegates proposed by the Preparatory Committee of the General Assembly. After approval by the General Assembly, nine to eleven shall form a standing presidium. Each presidium shall presume that one or two presiding over the meeting will be the executive chairman. Article 3 The Secretary-General shall submit a report to the General Assembly on the attendance and absence of representatives before each meeting of the General Assembly. Article 4 Every assembly shall be attended by more than half of all deputies and shall have a meeting. Each motion shall be subject to the passing of more than half of the number of attendance delegates, and a resolution shall be taken. Wherever and in the affirmative, it depends on the chairman.
