中国重型汽车财务公司是经中国人民银行总行批准成立的、隶属于重汽集团的非银行金融机构。1992年起,公司开办了设备租赁业务。1993年,开始办理汽车租赁,当年租赁汽车24辆。经过向兄弟单位的学习,自己的探索,业务有了较大发展。1995年租赁汽车764辆,其中斯太尔汽车占集团销售总量的16.2%,租赁资产余额3.6亿元。汽车租赁的发展,为重汽集团扩大了销售,盘活了资金,提高了经济效益,也为用户提供了一种全新资金来源,以营运收入支付租金,减少固定资产投资,加快了更新改造,从而实现了增长方式的转变。总之,开展汽车租赁以来,把广大汽车生产企业、流通企业、租赁用户和金融机构联系在一起,相互协作、相互支持,加速了社会资金的周转,提高了整体经济效益,为社会创造了可观的效益,同时,通过实践,公司闯出了一套具有集团特色的租赁办法。
