舆论对于政府形象有着巨大的影响,如何处理与舆论的关系一直以来都是古今中外各国政府的重要议题。已有的研究主要讨论政府舆论导向的对策与方法的问题。然而,我国自80年代末90年代初开始建立系统化的舆论导向方针政策以来,我国政府的舆论导向究竟是否有效引导社会舆论,现有研究并没有给予充分的论证。因此,本文试图从“接收程度”和“接受程度”两个维度上描述并解释我国政府舆论导向方式的有效性,并且挖掘影响其有效性的几个因素。
Public opinion has a huge impact on the image of the government. How to deal with the public opinion has always been an important issue of the governments at all times and in all countries. Existing research mainly discusses the issues and methods of government-oriented public opinion. However, since our country began to establish a systematic guideline and policy of public opinion since the late 1980s and early 1990s, whether the guidance of public opinion of our government effectively guides public opinion or not has not been fully demonstrated in the existing research. Therefore, this article tries to describe and explain the validity of our government public opinion orientation from two aspects of “receptivity ” and “receptivity ” and find out several factors that affect its validity.
