随着国家和社会对特殊教育的重视和《特殊教育提升计划(2014—2016年)》(以下简称《提升计划》)的出台,特殊教育发展取得了一些成果,2014年全国特殊教育学校比上年增加了67所,在校生人数增加了2.68万人。但是,特殊教育的发展仍然十分缓慢,困境重重。其症结,不在于没有制度、资金、保障措施,而在于特教教师队伍的稳定和发展存在问题。
With the emphasis on special education by the state and society and the promulgation of “special education promotion plan (2014-2016)” (hereinafter referred to as “promotion plan”), some achievements have been made in the development of special education. In 2014, the number of special education schools in China Year increase of 67, the number of students increased by 2.68 million. However, special education is still developing very slowly and in a difficult situation. The crux of the matter is not that there is no system, no funds, nor any guarantee measures, but rather that there are problems with the stability and development of the contingent of special-education teachers.
