【目的】构建涉环保重大工程项目社会稳定风险评估机制,推进决策科学化和民主化,预防和减少群体性事件。【方法】针对核电项目的具体特点,结合社会稳定风险评估理论研究和专家咨询,构建广西核电项目社会稳定风险评估的指标体系,然后运用层次分析法计算各指标权重,并采用综合指数法评估其综合风险等级。【结果】本研究初步构建一套完整的核电项目社会稳定风险评估体系,实例研究得出广西核电项目综合风险等级为“中级”。【结论】该社会稳定风险评价指标体系有较强的针对性和可操作性,对核电项目的社会稳定风险防控和涉环保重大工程项目社会稳定风险评估工作具有一定的借鉴意义。
[Objective] To construct a social stability risk assessment mechanism for major environmental protection projects, promote scientific and democratic decision-making, and prevent and reduce mass incidents. 【Method】 According to the specific characteristics of nuclear power project, combined with the theory of social stability risk assessment and expert consultation, the index system of social stability risk assessment of nuclear power project in Guangxi was established. Then, the weight of each index was calculated by AHP, Comprehensive risk level. 【Result】 This study initially built a complete risk assessment system for social stability of nuclear power projects. The case study shows that the comprehensive risk level of Guangxi nuclear power projects is “intermediate”. 【Conclusion】 The index system of social stability risk evaluation has strong pertinence and operability, which is of reference to the prevention and control of social stability risks of nuclear power projects and the social stability risk assessment of major environmental protection projects.
