According to “Nature” magazine, the Fraunhofer Institute in Germany is a public foundation of 48 applied research institutes who hope to benefit from the thinking of Germany's newly appointed research minister P. Krüger and hope to see Germany's Changes in government funds from basic research to applied research. In early 1993, Krüger announced that the Ministry's research expenditure (BMFT) will be frozen to the current level in the next two years - about DMr9.5 billion ($ 6 billion). As the funds of institutes affiliated to Fraunhofer Society are also frozen, they will be under greater pressure when they seek to study contracts from the private sector.
