本文以Ram的两部门生产函数为理论框架,利用中国1953~2010年的数据,使用半参数模型研究财政支出对经济增长的作用。实证结果显示:1953~2010年,中国财政支出对经济增长具有正向的外部作用,政府部门的要素生产率高于非政府部门的要素生产率,最终使得财政支出对经济增长具有较强正向总作用。1978~2010年,中国财政支出对经济增长具有负向外部作用,但政府部门的要素生产率仍高于非政府部门的要素生产率,使得财政支出对经济增长具有一定的正向总作用,但这个正向总作用在统计上不是显著的。
In this paper, we use Ram’s two-sector production function as the theoretical framework, and use the data of China from 1953 to 2010 to study the effect of fiscal expenditure on economic growth by using the semi-parametric model. The empirical results show that from 1953 to 2010, China’s fiscal expenditure has a positive external effect on economic growth. The factor productivity of the government sector is higher than the factor productivity of the non-government sector, which ultimately leads to a stronger positive overall effect of fiscal expenditure on economic growth . From 1978 to 2010, China’s fiscal expenditure has a negative external effect on economic growth. However, the factor productivity of the government sector is still above the factor productivity of the non-government sector, making fiscal expenditure a positive overall positive effect on economic growth. However, this positive The total effect is not statistically significant.
