近年来在我国掀起的古城重建热潮实质上是城市更新过程的缩影,反映了我国城市更新的现行发展模式及特征。基于治理理论的视角,城市更新是不同利益主体之间利益冲突与博弈的过程,需要明确责任主体,建构良好的利益整合及平衡机制。本文以J市古城重建项目为例,结合问卷调查数据分析和访谈结果,研究古城重建的困境、关键行为主体的动机及其之间关系的变化。研究发现,对古城价值判断的偏颇与关键行为主体的利益冲突使古城重建陷入困境。为寻找决策均衡点,从民主与效率的价值向度出发,应进行古城更新治理的制度创新。
In recent years, the rejuvenation of the ancient city in our country is essentially a microcosm of the urban renewal process, reflecting the current urban renewal development patterns and characteristics. Based on the perspective of governance theory, urban renewal is the process of conflict of interest and game between different stakeholders. It is necessary to clarify the main body of responsibility and establish a good mechanism of interest integration and balance. Taking J City ancient city reconstruction project as an example, this paper studies the predicament of the ancient city reconstruction, the motivation of the key actors and the change of the relationship between them based on the data from the questionnaire survey and the interviews. The study finds that the biased judgment of the ancient city’s value and the conflict of interests of the key actors make the reconstruction of the ancient city in a dilemma. In order to find the equilibrium point of decision-making, from the perspective of the value of democracy and efficiency, we should make institutional innovations in the renovation and management of the ancient city.
