依据中国飞行试验研究院技术中心的职责及战略发展的特有类型,从实际出发,改进传统意义的BSC,制订适用于技术中心的综合计划,并从客观和主观两方面考虑建立与之相配套的评价机制,量化评价结果,减少形式过场,促进各单位之间的良性竞争,实践证明,基于改进的BSC的综合计划评价机制在事业单位的应用研究方面是管理创新的一次有意义的尝试和探索,在推动战略目标的实现上具有指导性、系统性、可操作性、可控性等特点,具有一定的实用价值。
According to the responsibilities and strategic peculiarities of CATIC Technology Center, we should start from the reality, improve the traditional BSC, formulate a comprehensive plan applicable to the technology center, and set up an objective and subjective Evaluation mechanism to quantify the evaluation results, reduce the formality of the transition and promote the healthy competition among the units.
