改革有四个层次一是表象关系的改革,这是对被扭曲的现象关系作调整。中国第一阶段的改革主要是停留在表象关系上;深一层次的改革是经济体制和政治体制的改革。体制或旧体制改革的核心是调整和重新界定权利与法人间清楚对应的关系;更深一层次的改革是宪制改革。宪制改革的核心是权力关系而不是权利关系;最深层次的改革是价值观念的改革。如果人们没有一个理想的社会模式作为改革的最终目标,那么改革就会失去方向,人们将不知道权力要以何种关系制衡,权利要以何种关系界定才对。
There are four levels of reform. One is the reform of appearance relations, which is to adjust the distorted phenomenon. The reform in the first phase of China is mainly based on the appearance relations; the deeper and deeper reforms are the reforms in the economic and political systems. The core of the reform of the system or the old system is to adjust and redefine the relationship between rights and the clear correspondence between legal persons; a deeper level of reform is constitutional reform. The core of constitutional reform is the relationship of power rather than the relationship of rights; the deepest reform is the reform of values. If people do not have an ideal social model as the ultimate goal of reform, then the reform will lose its direction and people will not know what kind of relationship power should be checked and the right and what relationship should be defined.
