本次危机发生前,有充足的证据表明需要减少全球失衡。危机使全球储蓄和投资模式发生了重大变化,全球失衡大幅收窄。但这是否意味着全球失衡问题已成为过去?对此很难下定论。作者认为当前仍然迫切需要对政策进行调整,解决引发全球失衡的余下的国际和国内扭曲问题。如果不能纠正引发全球失衡的扭曲,很可能会使世界经济陷入困境,从而威胁到全球经济的可持续复苏。本刊征得国际货币基金组织(IMF)同意,翻译并发表原文,以供国内学者参考,IMF对译文免责。
Before the crisis, there was sufficient evidence of the need to reduce global imbalances. The crisis has caused major changes in global savings and investment patterns, and global imbalances have drastically narrowed. But does this mean that global imbalances have become the past? It is difficult to conclude this. The author believes that there is still an urgent need to adjust policies to address the remaining international and domestic distortions that have caused global imbalances. Failure to correct the distortions that led to global imbalances is likely to put the world economy in a bind and threaten the sustainable recovery of the global economy.
