评标环节是招标采购的核心,评标专家作为整个评标工作的主体,其职业道德、法律意识、专业素质等因素将直接影响评标工作的质量。随着招投标工作电子化,招标采购对评标专家的要求越来越高。如何通过完善科学的监管机制提升专家评标水平,有效治理当前招投标领域违规评标难题,助推招投标制度改革,是当前行业面临的重大考验。本文集中整理了安徽省一批评标中出现问题的典型案例进行分析,希望评标专家以问题为导向,举一反三,进一步提高评标质量,更好地保证评标的客观性、公正性。
The bid evaluation is the core of bidding and purchasing. As the main body of the whole bid evaluation, the evaluation experts will directly affect the quality of the bid evaluation work due to their professional ethics, legal awareness and professional qualifications. With the electronic bidding work, bidding and purchasing more and more demanding on the evaluation of experts. How to improve the evaluation level of experts through improving the scientific regulatory mechanism, effectively solve the problems of non-compliance evaluation in bidding field and promote the reform of the bidding system are the major challenges the industry is facing. This paper focuses on the analysis of a typical case of the problems in a number of bid evaluation in Anhui Province. It is hoped that the evaluation experts will be problem-oriented and give top priority to others and further improve the quality of the bid evaluation so as to better ensure the objectivity and fairness of the bid evaluation.
