持续深入推进简政放权、深化行政审批制度改革,不仅是十三五规划“构建发展新体制、深化行政管理体制改革”的关键任务之一,也是十三五开局之年的一项重要改革任务。权力清单制度能够实现政府与市场、社会关系的法治化与规范化,是推进简政放权的主要制度设计之一。从地方和基层治理实践观察,“简政放权、放管结合、优化服务”的三合一改革中,权力清单制度的实施受到一些因素的影响,需要重点处理以下四对关系。
