从1978年党的十一届三中全会至今的20余年中,伴随着新闻改革进程的深入,中国新闻媒介取得了举世瞩目的飞速发展,初步形成了多样化的媒介结构,媒介信息市场显得空前繁荣,媒介信息产品也变得越来越丰富多样。但与此同时,以数量增长为主导的粗放型的发展模式所带来的媒介整体结构散乱、规模效益低下以及媒介市场竞争的无序、混乱等矛盾也日益凸现出来。
