依据民族区域自治法，支持民族自治地区落实自治权。加大支持力度，加快少数民族和民族地区经济与社会全面发展，重点支持少数民族地区的扶贫开发、牧区建设、民族特需用品生产、民族教育和民族文化事业发展。注意支持人口较少的少数民族的发展。促进西部边疆地区与周边国家和地区开展经济技术与贸易合作，逐步形成优势互补、互惠互利的国际区域合作新格局。 ──中华人民共和国国民经济和社会发展第十个五年计划纲要
According to the Law of Regional Autonomy of Ethnic Minorities, autonomy should be supported in ethnic autonomous areas. We will step up support and speed up the economic and social development in ethnic minorities and ethnic areas. We will give priority to poverty alleviation and development, construction of pastoral areas, production of special national necessities, education for ethnic minorities and development of ethnic culture in ethnic minority areas. Pay attention to supporting the development of ethnic minorities with a small population.
