以黄河下游防洪工程体系为背景 ,系统研究了防洪工程体系减灾效益计算有关水文、水力学、工程、经济等方面的问题 ,提出了防洪工程体系减灾效益计算的整体思想 ,开发了相应的计算模型。研究中还开发了用于分析黄河下游防洪保护区 1 2万km2 范围决堤洪水成灾状况的二维非恒定流模型。结合黄河下游防洪保护区具体情况 ,提出了财产状况、洪灾损失率、地形地物数据等减灾效益计算的重要参数。实例计算结果表明 :模型计算结果合理 ,对解决防洪工程体系减灾效益计算问题是非常有效的
Taking the flood control engineering system in the lower Yellow River as the background, this paper systematically studies the problems of hydrology, hydraulics, engineering and economy in the flood control engineering system, and puts forward the overall idea of calculating the benefit of flood control engineering system, and develops the corresponding calculation model . In the study, a two-dimensional unsteady flow model was developed to analyze the flood disaster in the area of 12,000 km2 in the Yellow River Flood Control Reserve. According to the specific situation of flood control and protection area in the lower reaches of the Yellow River, the paper presents the important parameters such as property status, flood loss rate and topographic and physical data to calculate disaster reduction benefits. The calculation results of the example show that the model calculation result is reasonable and it is very effective to solve the calculation problem of disaster reduction benefit of flood control engineering system
