行政立法的产生和发展是社会发展的必然，它对立法制度的完善、经济的发展都起到了积极作用。同时，行政立法权使得行政机关权力大为扩张，若行使不当，便会对民主、人民权利和自由造成侵害。因此，要从规范授权、完善监督机制、强化程序控制等几个方面加强对行政立法的监督和控制，以期行政立法合法、公正的运行。
The emergence and development of administrative legislation is the inevitable result of social development. It has played an active role in improving the legislative system and in economic development. At the same time, the power of administrative legislation has greatly expanded the power of the executive authorities and, if not exercised properly, infringe upon democracy, people’s rights and freedoms. Therefore, it is necessary to strengthen supervision and control of administrative legislation in terms of standardizing authority, perfecting supervision mechanism and strengthening procedural control, so that the administrative legislation can operate legally and fairly.
