文章论述了高水平科技智库在推进国家治理体系和治理能力现代化进程中的重要作用;指出率先建成国家高水平科技智库、服务好国家宏观决策,是党和国家赋予中科院的重大历史使命,中科院有责任也有能力按照服务决策、适度超前、突出特色的原则率先建成国家高水平科技智库;提出中科院建设国家高水平科技智库的总体考虑是,树立看齐意识、服务中央决策,做好顶层设计、明确建设思路,坚持高端定位、聚焦科技问题,坚持人才为本、创新体制机制,坚持科学方法、传播中国声音。
The paper discusses the important role of high-level science and technology think-tanks in promoting the state governance system and the modernization of governance capacity. It is pointed out that it is a major historical mission entrusted by the party and the state to the Chinese Academy of Sciences to be the first to build a high-level science and technology think tank for the country and to serve the country well.
