当前中国农民的自我组织水平较低,利益表达途径较为有限,表现为:在中国共产党和各级人民代表大会中农民代表所占比例较小;全国至今无一以农民为主体的社会组织;各大众媒介中也鲜有涉农报道。这背后的深层原因包括农民经济地位的下降、共产党以经济建设为中心的发展战略和长期以来对公民政治参与权利的压制。解决农民话语权问题的基本出路是,在农民与执政党—政府达成互信的前提下,使各种农民性质的社会组织由小到大、由分散到联合地发展起来,并将其纳入到国家法团主义的框架下来进行行动。
At present, Chinese peasants have a low level of self-organization and a limited way of expressing their interests. The performance is as follows: the proportion of peasant representatives in the CPC and people’s congresses at all levels is relatively small; so far none of the peasant-based social organizations in China There are few reports on agriculture in the mass media. The underlying causes behind this include the decline of the peasants’ economic status, the development strategy of the Communist Party centered on economic construction and the suppression of the right of citizens to participate in politics for a long time. The basic solution to the issue of peasants’ right to speak is that under the premise of mutual trust between the peasants and the ruling party and the government, social organizations of various peasants should be developed from small to large, dispersed and united, and incorporated into the state Corporatism under the framework of the operation.
