利用卫星通讯传输系统双向数据信息信道较大的不对称性,在H.264编码的基础上,研发适用与应急卫星通讯的高清非对称传输系统,解决卫星音视频通讯过程中的数据丢包和信道网络拥塞等问题,并与已有远程会商应急指挥系统集成,取得较好的效果,大大提高卫星带宽资源的利用率,并对系统在卫星通信应用领域进行了展望。
