For the study of the Soviet-Japanese neutral treaty, most of the descendants go to the laity as latecomers, and seldom study from the perspective of the contemporary people. As one of the most influential newspapers in China at that time, “Shen Bao” paid a great deal of attention to the signing of the “Soviet-Japanese neutral treaty.” However, it did not detract from the treaties as generally thought, but made as many follow-up reports and more neutral comments on the incident as possible. This should be related to the fact that the “declaration” at that time took into consideration the overall situation in line with the government’s appeasement to maintain the relative friendly relations between the government and the Soviet Union.
