论文通过对国内外典型的碳排放权交易市场构建的经验进行总结和对比分析,总结先进的构建经验和差距。然后,结合广东省实际的碳排放权交易市场发展情况,提出构建广东省碳排放权交易配额市场的基本建设框架和建议。尽早确立市场定位,建立碳排放权交易体系,设立碳核算系统,加强对碳排放的监测技术研究,完善相应的法律体系,注重人才的培养和专业技术的钻研。
The paper summarizes and contrasts the experiences of the typical carbon emissions trading market both at home and abroad, and sums up the advanced construction experience and the gap. Then, based on the actual development of carbon emission trading market in Guangdong Province, this paper proposes the basic construction framework and suggestions for establishing the quota market of carbon emission trading in Guangdong Province. As soon as possible to establish market positioning, the establishment of a carbon emissions trading system, the establishment of a carbon accounting system, to strengthen research on carbon emissions monitoring technology, improve the appropriate legal system, focusing on personnel training and professional and technical research.
