目前水污染已成为世界性的大问题,如不探求解决问题的有效战略,它将会威胁着人类的生存和发展。作者认为进入21世纪的水战略的制订,应该运用机能整体性的方法,从全球出发,整体的、跨学科的、跨行业的统一考虑水质与水量,以及流量和水的流动性等特点,找出人们合理的生活方式和对水的有效管理方法,使由陆地向水中排放的有害物质最小化,并用在污染发生的各个环节减免污染的方法来代替传统沿用的在排污管管端处理的方式。
At present, water pollution has become a major problem worldwide. Without seeking effective strategies to solve the problem, it will threaten the survival and development of mankind. The author believes that the formulation of the water strategy for the 21st century should adopt a holistic, functional approach that takes global, global, interdisciplinary and cross-industry unification into consideration in terms of water quality and quantity as well as flow and water mobility Out of people’s rational lifestyles and effective management of water to minimize the harmful substances emitted from the land to the water, and in the pollution reduction of all aspects of pollution instead of the traditional approach in the sewage pipe end treatment .
