新都桥-甘孜-石渠藏区联网工程(简称新甘石联网工程)是四川省委省政府、四川省电力公司落实中央关于推进藏区“跨越发展和长治久安”的重大举措,是一项重大的扶贫工程、民生工程和关爱工程,它的建设成功维护了藏区的民族团结和社会和谐稳定。该工程历时7个月紧张的施工,在克服了工程沿线海拔高、空气含氧量低、人员机械施工降效严重、运输距离长、路况差等恶劣情况,未发生影响工程建设的重大问题,按期投产带电。作为建设管理单位,在面对极为不利的自然环境和施工条件下,如何高效组织协调各参建单位,确保工程顺利推进,在极端困难中进行建设管理,将是一个全新的挑战。本文通过新甘石联网工程的案例证明了建设管理人员在工程建设中的重要作用,并总结了期间的建设管理经验,为从事电网建设的建设管理人员提供一些参考。

As a construction management unit, it will be a completely new challenge to organize and coordinate all the participating units efficiently, to ensure the smooth progress of the project and to make construction and management in extreme difficulties in the face of extremely adverse natural environment and construction conditions. This article proves the important role of construction management personnel in the project construction through the case of Xin Gan stone networking project and summarizes the construction management experience during this period and provides some references for construction management personnel engaged in power grid construction.
