自去年宏观调控以来,因严格的土地政策,暂时压抑了近些年来投资一路狂涨的热潮。2004年7月,国务院出台了《关于投资体制改革的决定》,这是我国投资体制改革的一个重大突破。一年来,投资体制改革取得积极成效,但在具体执行中, 投资仍不太和谐——过高的投资率、过高的国有投资、过高的储蓄率,抑制了投资体制改革的推进,让国人扼腕叹息。
