实行军队指挥干部职务任期制,是增强指挥干部队伍活力的需要,是优化指挥干部队伍整体结构的需要,是优化人才资源配置的需要,是增强干部拒腐防变能力的需要。地方党政领导干部职务任期制的建立和实行,提供了有益借鉴;军队专业技术干部职务任期制的成功实践,积累了宝贵经验;现行军队指挥干部管理有关规定,提供了现实依据。实行军队指挥干部职务任期制,应合理确定职务任期限制,完善任期管理有关规定,健全任期期满退出机制。
The implementation of the tenure system of military command cadres is a need to enhance the vitality of command cadres, is the need to optimize the overall structure of command cadres, is the need to optimize the allocation of human resources, and is an enhancement of the cadres’ ability to resist corruption and guard against corruption.
