公务员诚信管理重要,构建公务员诚信管理组织更重要。中国各级政府对公务员的诚信建设一直非常重视,体现在各个方面对公务员诚信的要求。但由于没有一个专门的组织载体集中管理和教育,有关公务员诚信品行等信息分散在各个方面,看起来有很多部门在管,实际上谁也不管。中国香港公务员品行纪律事务部是公务员诚信管理的专门组织,由这一组织延伸出去的“诚信管理网络”,将公务员诚信的信息采集、教育引导、考核评比、失信惩戒等,都纳入其职责。香港公务员的诚实守信、清正廉洁能够蔚然成风,就依赖于这样一套严密的组织体制和管理机制。在全面推进公务员诚信建设的过程中学习和借鉴香港的经验,将诚信管理落到实处,非常重要。
It is more important for the integrity management of civil servants and the establishment of a credit management organization for civil servants. The government at all levels in China has always attached great importance to the good faith construction of civil servants and reflected the requirements of honest civil servants in all aspects. However, since there is no centralized management and education of a specialized organization and carrier, information on the integrity and conduct of civil servants is scattered in all aspects. It seems that many departments are in charge of the system and virtually nobody cares. The Hong Kong Civil Servants’ Conduct and Discipline Department of Hong Kong is a specialized organization for the management of good faith civil servants. The “good faith management network” extended by this organization incorporates the honest information collection, education guidance, appraisal, and punishment of dishonesty among civil servants into their duties. Honesty and trustworthiness of civil servants in Hong Kong and the upholding of integrity and integrity can only be achieved by adopting such a rigorous system of organization and management. It is very important that we learn from the experience of Hong Kong in the process of comprehensively promoting the construction of good faith civil servants and implement the management of good faith.
