一、双循环新发展格局正在形成,党的十九届五中全会判断当前和今后一个时期,我国发展仍然处于重要战略机遇期,但机遇和挑战都有新的发展变化。一方面,当今世界正经历百年未有之大变局,全球“东升西降”给我国带来了巨大的发展机遇。另一方面,我国外部面临中美脱钩,内部面临高杠杆和人口老龄化等问题,既有发展模式已经面临诸多挑战。部分主流媒体把新冠肺炎疫情看作是世界“东升西降”的标志性事件。2020年,中国是全球唯一一个实现经济正增长的大型经济体。
