本文在回应学界“户籍制说”的基础上,提出了对“学区制”的若干看法,并对此制度作了中肯的评价。基于“学区制”实施的一系列负效果,提出了在中国实施本土化了的“教育券”制度,切实保障流动儿童少年在流入地享受免费的义务教育。
On the basis of responding to the academic “household registration system”, this paper puts forward some views on “school district system” and gives a fair evaluation of this system. Based on a series of negative effects implemented by the “school district system,” we put forward a system of “education vouchers” that are localized in China and effectively guarantee that migrant children and adolescents enjoy free compulsory education at the places where they are admitted.
