十八大报告提出了包括“生态”在内的“五位一体”的总体布局，并把“优化国土空间开发格局”作为生态文明建设的重要内容。国土空间开发格局优化的根本依靠力量是有思想、有技能、有创造能力的主体人，根本目的在于实现国土空间与人的组合方式的动态优化，因而落脚点也是主体人。以此为逻辑起点，主体人与空间格局的合理配置离不开高等教育的支持。现实中高等教育资源分配的不均衡加剧了国土空间与人组合的不合理现象，因而应建立高等教育与国土空间两者之间以及各自内部要素之间物质、信息和能量的正常传递和流动，形成两者生态式良性互动机制。","The 18th CPC National Congress report proposed “Five-in-One” overall design that includes “ecolo-gy”,and took the proposal “optimize land space development patte” as the important aspect of the constructions of ecological civilization .The fundamental force of “optimize land space development patte” is the “Man” who possess a certain amount of scientific knowledge ,skill and innovative ability;The fundamental objective is to realize the dynamic optimization of land space and human combination , thus the ending is also the “man”.As a logical starting point,the reasonable combination of human and land space depends on the support of higher education .In the reality the unbalanced allocation of higher education resources exacerbates the abnormal combination of land space and human .Therefore ,the normal delivery and flow of material ,information and energy should be established between higher education and land space and within the inteal elements to form an ecological interaction mecha -nism.
