有人说,当前中央的一系列反腐举措影响了职工的正常福利水平,典型例证是中秋节连一块月饼也不发。这一说法引发持续热议。现代社会,职工福利是一项基础性权利。《世界人权宣言》称,人人有权享受为维持他本人和家属的健康和福利所需的生活水准。我国《宪法》规定,国家应在发展生产的基础上,提高劳动报酬和福利待遇。《劳动合同法》规定,用工单位应当向劳动者提供与工作岗位相关的福利待遇。可见,作为权利的福利应得到尊重和保护。那既然月饼都不发了,是不是意味着职工享受福利的权利被侵犯了呢?其实,即使那些嚷嚷最凶的人也心知肚明,他们的福利之所以受到重拳冶理,是因为“职工福利”已经成为一些政府机关、国有企事业单位搞“小金库”、吃请送礼和“三公”消费居高不下的绝佳借口,
