在11月30日意见征集截止日期以前,《中华人民共和国车船税法(草案)》(以下简称草案)已经收到逾9万条的意见,可见草案影响之大。草案提到,对载客9人以上的客车的税额幅度略作提高,从原先的最高660元调整为480元~1440元,货车仍维持现行按自重每吨16元至120元的税额幅度不变。但令笔者疑惑的是,乘用车车主对此次改革争议很大,各方面都在发表意见,为何商用车对于此次车船税改革很少发声呢?
Before the deadline for submission of opinions on November 30, the “People’s Republic of China Travel and Vessel Tax Law (Draft)” (hereinafter referred to as the “draft”) has received over 90,000 opinions. This shows that the draft has a great impact. The draft bill mentions that the tax on buses carrying more than 9 passengers has been slightly raised from the previous maximum of 660 yuan to 480-1440 yuan while that of trucks still maintaining the current tax rate of 16-120 yuan per tonne change. But what puzzles me is that the owners of passenger cars have a lot of controversy over this reform. They all express their opinions. Why do commercial vehicles hardly make any sound on the reform of the travel tax?
