建立覆盖社会面的刑警队,全部刑事案件立在刑侦部门,既确立了刑侦部门是打击刑事犯罪主力军的突出地位,同时也调整了派出所工作的重点,提高了对犯罪的防范控制能力。调整后对刑侦工作形成的压力和增加的责任迫切要求我们重新构筑一套适应现实斗争的现代刑侦体系。用陶部长的话讲就叫做“置于死地而后生”。本文正是在这个背景下提出建立现代刑侦体系的。文章从现代刑侦体系的基本含义,到建立其体系的必要性、可能性以及体系的基本构架,提出了一套完整的设想,其中包括现代刑侦机构、现代刑侦工作运行机制、现代刑侦队伍。这个构想既是高标准的,同时又是可操作的。
The establishment of a criminal police unit covering the social area all criminal cases were set up in the criminal investigation department.
