一、修订过程及背景本细则根据辽宁省建设厅辽建[1997]9号文件的要求,由辽宁省建设科学研究院主编,会同辽宁省建筑设计研究院和辽宁省建筑材料科学研究所,在遵守行业标准《民用建筑节能设计标准(采暖居住建筑部分)》JGJ26-96(以下简称“行业标准”)和《辽宁省民用建筑节能设计标准实施细则(采暖居住建筑试行)》DBT05-1-88的基础上共同修订而成。于1998年8月批准发布,编号为DB21/1007-1998,自1998年10月1日起实施。本细则是为了贯彻国家节能政策和建设部发布
I. Amendment Process and Background According to the requirements of Document No. Liaojian [1997] No. 9 of Liaoning Provincial Department of Construction, these rules shall be compiled by Liaoning Provincial Academy of Building Sciences and co-edited with Liaoning Provincial Institute of Architectural Design and Research and Liaoning Provincial Institute of Building Materials Science Comply with the industry standard “Design Standard for Energy Efficiency of Civil Buildings (Part of Residential Buildings for Heating)” JGJ26-96 (hereinafter referred to as “Industry Standard”) and “Detailed Rules for Implementation of Energy Conservation Design Standards for Residential Buildings in Liaoning Province (Trial of Heating Residential Buildings)” DBT05-1 -88 based on the revised together. In August 1998 approved the release, numbered DB21 / 1007-1998, since October 1, 1998 come into operation. This rule is to implement the national energy policy and the Ministry of Construction released
