从今年开始,京郊的乡镇企业要大面积地推行股份制,可眼下有不少干部群众对股份制还存有这样那样的模糊认识,有的还很陌生。我们房山区白草洼村的中联皮鞋厂,实行股份制已经一年多了,作为董事长和经理,我们的切身体会是:股份制大大优于厂长承包责任制。我村的中联皮鞋厂是91年建立的,在实行厂长承包责任制时,有两方面的问题一直不能从根本上得到解决,困惑着我们。一是职工缺乏主人翁意识,对企业关心程度比较差。企业财产是集体的,按说是白草洼的职工人人有份儿,但表现得并不直接,职工感觉不到这厂子有我一份儿。特别是外地职工,就更成问题了。全厂74名工人中,有40多人是河北省的,他们
From this year onwards, township and village enterprises in the outskirts of Beijing must implement a shareholding system on a large scale. However, many cadres and masses still have such vague understanding of the shareholding system, and some are still unfamiliar. We have been implementing a joint-stock system for more than a year in our joint shoes factory in Fangcao Village, Fangshan District. As a chairman and manager, our personal experience is that the joint-stock system greatly outperforms the plant manager’s contract responsibility system. The Zhonglian Leather Shoes Factory in my village was established in 1991. When implementing the factory manager’s contract responsibility system, there are two problems that have not been fundamentally solved and are confusing to us. The first is the lack of sense of ownership of employees, and the degree of concern to the enterprise is relatively poor. The property of the enterprise is collective, and it is said that the workers and staff of the company are all in children, but their performance is not straightforward. The employees do not feel that this factory has me. Especially foreign workers are even more problematic. Of the 74 workers in the whole factory, more than 40 are from Hebei Province.
