进入新世纪以来,铜仁地委、行署审时度势,不失时机地提出了“强农稳区、兴工富区、旅游活区;招商引资带动、城镇经济带动、大项目带动”(简称“三个重点、三个带动”)的发展战略。新战略的适时推出,使铜仁从根本上改变了以往“以农为主”的发展思路,改变了地区经济增长长期依赖农业经济支撑的发展模式,从而成功地实现了铜仁发展战略的重大转移和发展突围。 触摸铜仁的发展脉络,解读铜仁的发展战略,展望铜仁的发展走势,我们不难发现,正是坚持、树立和落实科学发展观,加强执政能力建设,正确处理改革发展稳定的关系,聚精会神搞建设,一心一意谋发展,铜仁才找到了符合实际的新思路、切实有效的新举措,全区经济社会发展出现了新突破和喜人的局面。
