In the 1990s, the developed countries’ economies were successively plunged into recession and world trade was also seriously affected. According to statistics of the General Agreement on Tariffs and Trade, the world’s export value in 1993 was 3.8 trillion U.S. dollars, which was only 6% higher than that of 1990, which means that the average annual growth rate in these three years was only 2%, which was much lower than that in the 1980s. In particular, the value of world exports in 1993 fell for the first time in nearly 10 years, a decrease of 2% from the previous year. Although export volume still rose by 2.5% after removing price and exchange rate changes, it was only half of the average annual growth rate during 1983-1992. In 1994, as the U.S. economy rebounded and grew, Western Europe and Japan emerged from the recession and recovered in succession.
