政府通过听证制度,把利益相关方召集到一起,为公共问题的解决提供了利益表达、畅所欲言的博弈场所,通过吸收公众的意见来解决社会矛盾。新公共服务理论认为,政府管理社会不应该“掌舵”,而是提供“服务”。在社会发展方向以及公共问题的解决中,政府的角色从“控制”转变为“议程安排”。在治理过程中,政府是调停者、中介人或裁判员,而不是“舵手”。本文基于新公共服务的视角,探讨了听证制度在发达国家政府管理中的重要功能。
Through the hearing system, the government brings stakeholders together to provide a gambling venue for the settlement of public issues and free speech, and solves social conflicts by absorbing public opinions. The new public service theory holds that government-managed society should not “helm” but provide “service.” In the direction of social development and the solution of public issues, the role of the government has shifted from “control” to “agenda.” In governance, the government is a mediator, intermediary, or referee, not a helmsman. Based on the perspective of new public service, this article discusses the important function of hearing system in the government management of developed countries.
