拉丁美洲是第三世界经济一体化兴起最早、成绩斐然的地区。一体化思想可以远溯到拉美独立运动伟大的先驱西蒙·博利瓦尔。他曾明确地指出:“赢得主权的新生国家应该进行合作,结成紧密的友谊,实行一体化。”战后,以阿根廷经济学家芬尔·普雷维什为代表提出的发展主义理论也包含有一体化的主张。六十年代后,拉美争取政治独立、发展民族经济的潮流蓬勃向前,各种地区一体化组织也如雨后春笋,应运而生。七十年代,由于政治、经济的种种原因,拉美一体化曾经趑趄不前。
Latin America is the earliest and most successful region in the world economy integration. The idea of integration goes back as far as Simon Bolivar, the great pioneer of the Latin American Independent Movement. He clearly pointed out: “The newborn countries that won the sovereignty should cooperate with each other and form a close friendship and integration.” After the World War, the theory of developmentism put forward by the Argentine economist Finre Preve Contains an integrated proposition. After the 1960s, as Latin American countries pursued political independence and the trend of developing their national economy was flourishing, various regional integration organizations also mushroomed and emerged. In the 1970s, due to various political and economic reasons, the integration of Latin America and the United States has never stopped.
