随着我国改革开放和经济体制改革进一步深入,社会主义市场经济的逐步建立,产生了多种经济组织形式,这有利于人才吸纳、流动,有利于经济的发展和社会的进步。人事管理制度也发生了较大的变化,作为人事管理制度重要组成部分的人事档案管理也应不断创新,采用新的管理模式。这种新模式是在市场经济条件下建立的一种模式,与市场经济的发展和社会信息化程度密切相关,所以它应是一种社会化、开放式管理模式。
