一、政企分离困难重重,其原因何在提出政府职能与企业职能分离,简称政企分离的历史可以追溯到1978年,但正式使用这个名词应当是在1984年党的十二届三中全会提出的《中共中央关于经济体制改革的决定》中,它与两权分离,即经营权与所有权分离的理论,成为此后13年改革的重要指导思想。历史漫漫,时至今日我国国有企业的改革却步履维艰、困难重重,这迫使人们去重新思考这一理论,并提出了一些新的见解。有人认为,政企是不能分离的,至少是不能彻底分离
