1形成全国统一的大市场是产权市场发展的必然没有形成统一联合的大市场,产权交易市场必然容易受到各种因素的制约。中国产权交易市场运行了二十多年,一些交易机构至今仍然是按地域分层级各自封闭式运行,导致包括规范操作、成交率、竞价率等业务质量参差不齐。尽管国务院国资委和中国产权协会相继制定了一系列规范市场行为的全国性文件与制度,但由于各层级的交易所都是各自独立运行,对制度与文件的执行没有太多的约束
