大部门体制是当前我国地方政府机构改革的总方向。从早期部分地方开展的具有大部门体制性质的机构改革试点到2008年地方政府大部门体制改革的启动,大部门体制改革面临着部门利益、部门整合、职责同构等诸多困境,为了确保地方大部门体制顺利推进,需要在政府职能转变,构建部门协调机制,加快社会组织发展,实现决策、执行与监督适度分开等方面实现突破。
The most departmental system is the current general direction of the reform of local government agencies in our country.
