鸦片战争后,西方列强用坚船利炮打开了中国尘封已久的国门。为自强、求富,洋务派兴建新式学堂,选拔聘任洋教习,明确其职责,并通过物质和精神奖励激励学堂教师,初步创建了洋务学堂的教师制度。这种敢于聘请洋人为师,是对传统的突破,是教育由封闭走向开放的表现,教师制度也因此渐渐突破了古代官师合一的基本特征,逐步走向近代化。
