Williamson(1985)把这一问题看作是治理问题。
In order to adapt to the changing environment, what form of organization will the organization choose? Williamson (1985) considers this issue a governance issue. Following this view, this article attempts to establish a model that examines the impact of organizational members’ cognitive abilities on endogenous authority. Our main findings are as follows: If the differences in cognitive ability among the members of the organization are large enough, then the hierarchies characterized by authority will become a balanced organizational structure; at the same time, members with relatively greater cognitive ability acquire the authority and become the leaders . If the differences in cognitive capacity among the members of the organization are small, the organizational structure based on equality becomes balanced. As a balanced system of equal organizational structure is not necessarily efficient; if the hierarchy is made to the only equilibrium, the organization is efficient.
