我国技术进步如何既能反映区域发展差异,又能促进区域协调发展和满足经济增长方式转变的需要成为走“中国特色自主创新道路”的重大问题。基于我国区域经济技术发展极不平衡的现实和新经济地理的视角,提出以“圈层经济”带动技术的“圈层进步”战略构想:通过不同经济圈层间和经济圈层内部在产业间、产业内以及产品内的合理分工和技术扩散,以加强自主创新和利用国际先进技术增强东部沿海经济圈层和中心城市的技术能力,实现以世界带动东部区域、以东部区域带动中西部区域、以中心城市带动中小城市技术的“圈层进步”。
